What awaits the “oversize cargo sector” in 2024
Starting March 1, 2024, a new decree of the Government of the Russian Federation sets a three-hour limit for processing electronic applications submitted through the federal state system for obtaining special permits for oversized cargo transportation.
The applications will be processed automatically by AI, provided that all required fields are completed and all regulatory requirements are met (including confirmation of the events outlined in Article 21, Clause 31 of Federal Law No. 257-FZ “On Public Roads and Road Activities in the Russian Federation”).

Handysize rates:
Stronger trade activity in the Atlantic, driven by robust demand for grain and raw material shipments from the Gulf of Mexico, has supported rate growth. This demand, combined with longer waiting times in the Panama Canal, led to an increase in spot rates from US ports by $3,000–$4,000 per day per vessel on time charter and $3–4 per ton.
The main driver of this rise on the US East Coast and in Central America has been a significant shortage of tonnage.

Major deep-sea tonnage groups are still considered at relatively high levels. In the third week of October, daily rates for Handy, Supra, Ultra, and Panamax segments increased by nearly 40% compared to the end of summer 2023. Supramax from the Black Sea to FEAST is fixed at around $24,500/day.

The Azov–Black Sea coaster market in the first week of October was in the low-to-mid 50s range (basis Rostov–Marmara). Business activity in the region sharply slowed due to the introduction of new export duties (effective from October 1, 2023) on additional product groups such as peas, chickpeas, and coriander. A large share of importers simply were not ready to recalculate contracts and make purchases.
