(What awaits “oversized cargo” in 2024)
The Resolution of the Government of the Russian Federation, coming into force on March 1, 2024, establishes a three-hour limit for processing electronic applications submitted to the Federal State System in the form of special transportation permits, provided that the applications meet all necessary requirements (i.e. confirmation of all required conditions, provided for in part 21, Article 31 of Federal Law No. 257-FZ "On Automobile Roads and Road Activities in the Russian Federation"...).
Will this Resolution make the life of freight forwarders in the OOG segment easier? The founder of Glogos Project, Konstantin Grinevich, expresses cautious optimism:
"Overall, the system is planned to check compliance with transport safety requirements along the specified route, and this algorithm should minimize human error. It will also include static data on road restrictions and planned maintenance works, which must already be approved by the relevant authorities when submitting the application."
Still, we all hope that artificial intelligence will help reduce the waiting time for issuing special permits. Currently, the average processing time for electronic applications on complex routes is 5–10 business days. For highly complex project cargo, the process can take up to 30 days.
